Same way as on PC or any other platform. Click on target without dragging. It can be a bit cumbersome on touchscreens as difference between dragging and clicking is maybe set to too small.

Also, to avoid misclicking (or appearing to click when you weren't):

Remember which weapon you last used: you might click as if to scroll, but end instance setting the target; some weapons shoot instantaneously once the target is selected...
the target is set when you lift your finger, and consider you set a target if the distance you dragged is small (ie you weren't scrolling): do some minimal motion to make sure it doesn't set the target

I think Air Attack is only weapon which "shoot" directly from click. ...which could or even should be changed to "normal" system where selecting and shooting are two separate actions
